Summary
- This series contains depositions, correspondence, accounts, instructions, and minutes of committees of the Provincial Congress. Subjects include raising, paying, and supplying troops; instructions to military commanders and militia; requests for exemption from military service; desertion of soldiers; enemy troop movements; accusations against British colonial government officials and loyalists; and debt payment with various currencies in use. Records are in fragile condition due to burn damage.

Scope and Content Note
These records document the Provincial Congress's direction of the internal affairs of New York as an extralegal administrative body operating outside of the British colonial government administration.
There are depositions, correspondence, accounts, instructions, and extracts from minutes of various committees concerning: supplying arms, ammunition, clothing, and other stores to troops; bounty payments to soldiers; payments to officers; raising troops; orders and instructions to military commanders and militia; requests for exemption from military service; desertions of soldiers; enemy troop movement; actions of British colonial government officials; accusations against loyalists or persons suspected of loyalty to Great Britain; and various currencies in use and payment of debts.

Selected documents from volumes 34-39 were published in Calendar of Historical Manuscripts Relating to the War of the Revolution in the Office of the Secretary of State (Albany, 1868).

Custodial History
The records were at one time bound by the Secretary of State's office as Volumes 34-39 of a series titled "Papers Laid Before the Provincial Congress." Volumes 36-39 were destroyed and the remaining records suffered severe burn damage in the State Capitol fire in 1911.
