Administrative History
The regional planning mechanism originated in 1965 as a requirement of federal funds under the U.S. Public Health Service Act, PL 89-749. PL 93-641 reauthorized and reorganized the system. The Health Planning Commission was an interdepartmental health policy coordinating council created by executive order in 1967 to comply with PL 89-749. It monitored the formation of regional councils and agencies.
