Scope and Content Note
Administrative files contain several forms of material relating to the management of the Division of marketing: subject files, with emphasis on commissioners Dyson, Walkley, and Wichham; cooperative agreements; annual reports and inventories; and matching fund budgets.
Subject files include several files on individual commissioners, deferment letters, civil service lists, a 1965 Gracie mansion luncheon, history of the Division, livestock projects, long range plans, and organizational charts. Much of the material is correspondence or reports, especially from Assistant Director John L. Matheson, who later became Director of the Division.
Cooperative agreements, both pending and obsolete, between the Agricultural Marketing Service, United States Department of Agriculture, and the New York Department of Agriculture and Markets, provide the title of the agreement, objective, statement of work (including responsibilties), legal authority, revision, effective date, and approvals. Other agreements, such as for inspection services, provide the name of the project, leaders, location, headquarters, effective date, legal authority, object, organization, mutual agreements, method of procedure, member of congress clause, and abrogation.
Annual reports document details of the various activities of the Division from year to year. The activities include; farm products inspection and artification; consumer and market information services; marketing development and promotion; cooperative programs; Article 20 enforcement, facilities and transportation; and regulatory programs. Also within the annual reports files are quarterly reports, work progress reports, and inventories of equipment and printed forms used by the Division.
Matching fund budget files contain: state work plan and fund requests; financial report and budget requests; outlines of projects; progress reports; and acknowledgment letters for receipt of Treasurer of the United States checks for matching fund projects.
