Administrative History
Proposed amendments to the New York State Constitution must first be adopted by both houses of the State Legislature for two consecutive legislative sessions. They must then be approved by the electorate. In 1974 and 1975, a proposed amendment barring descrimination on the grounds of sex passed both the Assembly and the Senate. The amendment, which was placed on the ballot in November 1975, was rejected by the electorate.
