It also includes materials relating to the State of New Jersey during the Civil War, and the thanksgiving proclamation issued by Governor Horatio Seymour in November 1863.
The Bureau of Military Statistics was not specifically authorized to collect material of this nature. However, the bureau's director, in his first annual report, described his intention to have the bureau attempt to collect anything related to the Civil War. These printed materials most likely were collected while trying to accomplish this goal.
