Scope and Content Note
This series consists of commission agendas, meeting schedules, copies of legislative bills, correspondence (incoming and outgoing), memoranda, reports, tables, charts, graphs, studies, projections, newspaper clippings, minutes of meetings and miscellaneous printed material accumulated and generated by the Temporary State Commission on State-Local Fiscal Relations.
The records of the commission are contained in twenty-five spiral ring notebooks. Fifteen of the notebooks contain the subject files (as well as some meeting records) while the remaining ten consist of the commission's meeting files. The subject files are arranged into thirty-three sections each assigned a Roman numeral. Frequently, sections are divided into subsections that are designated by capital letters. The sections deal with general topics while the sub-sections pertain to more specific subjects. For example, Section III is concerned with the commission's "Scope of Study." Sub-Sections A, B and C deal respectively with reviews of studies, alternative recommendations and alternative formulas.
Other broad categories contained in the subject files are general background memoranda, charts, federal aid, education aid, welfare aid, highway aid, public health aid, water resources, per capita aid, legislation, State Aid impact analyses, local revenue resources, fiscal needs, fiscal projections, and school district financial analyses. A finding aid listing sections contained within each notebook is available for use with the subject files. The meeting files are very similar to the subject files except that the records contained in notebooks have been filed in chronological order by the date of the meeting. The meeting files are incomplete with at least two notebooks (numbers 1 and 9) missing. A finding aid listing the dates of meetings contained within each notebook is available for use with the meeting files.
