Scope and Content Note
This series consists of records pertaining to formulation of DEC departmental legislation, including legislative proposals; legislative initiation forms; bills; documents tracking progress of bills; sponsor memorandums; comments from other agencies; position statements; and correspondence.
16867-97: In this accretion a wide variety of proposed environmental legislation (dealing mostly with wildlife conservation) is present. Issues include the status of various species as endangered; the status of various species as game animals; hunting seasons and hunting regulations for specific areas of the state; licensing regulations; and the regulation of commercial fishing and fish hatcheries.
16867-99: This accretion consists of files of legislation proposed by the DEC in 1979 and 1980. Files for both years appear to be incomplete. Typically, a file contains a memorandum from departmental counsel to the governor that outlines a statement of purpose, the existing law (if any), arguments in support, budget implications, legislative history, and possible objections. In addition, a copy of the text of the proposed new law, or of the proposed addition, deletion or change to existing laws, is included.
16867-10: This accretion consists of legislation proposed by the DEC from 1987-1994, including major bills such as the Nickels Bill and the establishment of the Environmental Assistance Fund. It also includes governor's program bills for 1992 and 1994.
16867-12: This accretion consists of legislation proposed by the DEC from 1978-1986, including bills such as the High Tech Facility Bill and the Bottle Bill. The series also includes various memorandums and other proposed legislation.
