Scope and Content Note
This series consists of draft and final Environmental Impact Statements (EISs), coastal assessment forms (CAFs), project descriptions, correspondence and memoranda, grant applications, a final waterfront revitalization plan, copies of local statutes and regulations pertaining to the adoption and implementation of local waterfront revitalization plans and regional programs, annual reports submitted by localities, plan amendments, publications, maps, and related records concerning the development, review, implementation, and monitoring of local waterfront revitalization plans and regional coastal management programs.
Final plans and records relating to the plan's review and approval (including State Environmental Quality Review Act, or SEQRA, documents such as the EISs) contain the following information about the locality's program: description of the goals and objectives of the program; identification of the uses, both public and private, that will be accommodated in the waterfront area; a detailed description of the waterfront area's boundaries; an inventory of the natural and historical resources of the waterfront area to be protected; description of the proposed means for long-term management and maintenance of the program; description of the necessary state actions for successful implementation of the proposal; and the specifications of the adequate authority and capability of the local government to implement the program.
The correspondence and memoranda comprising the remainder of the series deal with the department's review of the revitalization proposal. Much of the correspondence is between the department and local authorities describing deficiencies in the proposal in terms of failure to meet certain criteria specified in the department's rules and regulations in Article 42 of the Executive Law. There is also correspondence between the department and other state agencies such as the Department of Economic Development, Department of Transportation, and the Department of Environmental Conservation concerning the review and approval of proposed programs.
