Laws of 1875, Chap. 87, and Laws of 1876, Chap. 130, provided for appointment by the governor of additional notaries public (Chap. 52, Laws of 1829 had not specified the number to be appointed). A portion of the fees collected by the county clerk was to be paid to the State Treasurer, and this presumably explains their presence in the records of the State Comptroller.
