Administrative History
The New York State Social Services Law (Article 5, Title 11) provides for the development of a Medicaid plan for New York State, and designates the Department of Health as the state agency with responsibility for administering the New York Medicaid program. Previously, the Department of Social Services (DSS) administered the Medicaid program. DSS had full responsibility for policy development, care delivery, and coordination of the program with other State agencies, while the State Health Department was responsible for overseeing health care standards and certifying health care providers.
The Division of Medical Assistance (MA) of DSS administered New York State's medical assistance program. MA developed policies and guidelines for the delivery of assistance and the standards for care provided under the program. MA determined how Federal funding was distributed and established guidelines for the State program. MA was also heavily involved in the development and use of all New York State public assistance management information systems. Within MA, the Bureau of Eligibility and Systems interpreted and promulgated eligibility policies, administered the eligibility determination process, developed and amended the state plan, monitored the provision of services, provided policy interpretation, developed training materials for local districts, and reviewed and determined all local district medical-assistance only disability cases.

The files contain administrative memoranda that establish official policy, supporting documentation for all policy decisions on operation of the Medicaid program in New York State, and materials relating to the development of federal medical assistance policies and regulations. Within the series are PASARR (Pre-Admission Screening and Resident Review) materials, RFP agreements, correspondence, and memorandums.
