Administrative History
The Governor's Office for Small Cities (GOSC) was created in October 1999 as a program unit within the New York State Housing Trust Fund Corporation, where it works in cooperation with the New York State Division of Housing and Community Renewal. At that time, the Office for Small Cities assumed responsibility for administering the Community Development Block Grant/Small Cities (CDBG) program from the federal Department of Housing and Urban Development, making New York the forty-ninth state to administer the program at the state level. Through the CDBG program, GOSC awards and administers grants to smaller communities throughout the state that are aimed at ensuring affordable housing for low to moderate income individuals; creating jobs and expanding business opportunities; implementing neighborhood revitalization and economic development; and providing improved community facilities and services.
