Administrative History
The New York City Off-Track Betting Corporation was a public benefit corporation established by the City of New York to operate off-track pari-mutuel betting parlors. In an effort to restore the organization, which had experienced five continuous years of operating deficits, to fiscal health, the State of New York assumed control of it in 2008 (Ch. 115, L. 2008). On September 2, 2009, Governor David A. Paterson enabled the corporation to file for bankruptcy (Executive Order No. 27). The corporation stopped accepting wagers on December 7, 2010 and ceased all operations several weeks afterward.

B2286-10A: This accretion contains a copy of the main New York City Off-Track Betting Corporation site produced on December 3, 2010, approximately three weeks before Governor David A. Paterson (2008-2010) left office and four days before the corporation ceased operations. It contains updated information about horse racing and wagering. Researchers should note that, owing to the structure of the live site and the limitations of Web archiving technology, some of the information contained within this site could note be captured properly. This accretion also contains six copies of webpages that were part of the main site but which were captured separately as a result of technical problems. The News and Events page was copied on December 3, December 6, and December 7, 2010 in order to capture public notices that the corporation issued during the final days of its existence.
This accretion also includes a December 3, 2010 copy of the corporation's NYCOTB Facts website, which contains information about the corporation's efforts to achieve fiscal stability, copies of legal documents relating to its 2009 bankruptcy petition, and information for the corporation's customers, vendors, and employees.
