Scope and Content Note
The governor's office used these registers to track the progress of the governor's legislative program during each session of the State Legislature. No information regarding the existence or location of additional volumes is available. Entries are arranged by general subject (agriculture, child welfare, conservation, etc.) and then by specific subtopic therein. Subtopics include relevant contextual information from the governor's annual message, including page references, or similar information extracted from specific principles within the Democratic Party platform. Topics addressed by the governor in special messages are recorded at the end of each volume.
Information regarding the progress of specific legislation is recorded beneath each subtopic. Data includes house of legislature, printed number of bill, ledger index (1923 volume only - likely a reference to registers of bills received by the governor), and introducer's name. For each bill, the committee to which referred and dates of second reading, third reading, and passage in each house are also listed. In cases where bills were not passed or brought to the floor for a vote, the registers contain annotations regarding the final stage these bills reached and date. Chapter numbers are listed for bills that passed and were signed by the governor.
