- This series consists of complaints and decisions reviewed by the Public Employment Relations Board in the process of investigating allegations of acts of reprisal in local municipalities. Acts of reprisal are in violation of the Public Employees' Fair Employment Act (Civil Service Law Article 14, Section 202), which guarantees public employees "the right to form, join and participate in, or to refrain from forming, joining, or participating in, any employee organization of their own choosing."
