Administrative History
The Youth Commission was started in 1945 by chapter 556 of the laws of 1945. Its mission was to study and analyze problems of youth and prevention of delinquency; provide State financial aid to municipalities which operate approved youth bureaus, youth service and recreation projects; foster cooperation of State departments, municipalities, public and private agencies and local groups and committees; and foster educational programs in connection with delinquency and youth need. The commission held six regional offices across the state and included representatives from the Department of Social Services, the Department of Education, Department of Mental Hygiene, Division of Parole, Department of Corrections, and the Department of Labor.

This series consists of meeting minutes from the New York State Youth Commission. The minutes document the agenda, meeting time and those in attendance. The minutes may include excerpts of correspondence up for discussion during that meeting. Often the minutes will provide updates on the status of youth programs throughout the state and discussion of the success of the programs.

Upon arrival, records were removed from binders and placed in acid-free folders. A folder list was created.
Custodial History
Created by the Youth Commission, records were transferred to the Department of Social Services. The records were transferred to the State Archives by the Office of Children and Family Services in 2021.
