- These files contain drafts, final versions, and summaries of the governor's speeches, dedications, remarks, and testimonies. Also included are notes; corrections; schedules of events; background materials; and press releases. The speeches address issues such as economics; housing; banking; trade; health and nutrition; energy; mass transit; the Cold War; Love Canal; 1980 Winter Olympics in Lake Placid; and 1980 Democratic National Convention in New York City.

Scope and Content Note
This series consists of drafts, final versions, and summaries of speeches given by the Governor. Included are press releases containing excerpts of remarks, testimonies, and speeches made by the Governor. Addresses ranged from ceremonial remarks made at commencement exercises or building dedications, to testimonies delivered before U.S. Senate subcommittees, to annual and special messages delivered to the state legislature.
The speeches cover numerous facets of New York State government and politics, including such issues as: economics; housing; banking, trade, and commerce; health and nutrition; energy; mass transit; Love Canal toxic waste site; 1980 Winter Olympics in Lake Placid; and 1980 Democratic National Convention in New York City.
13704-82: This accretion contains speeches of Governor Hugh L. Carey, with a few addresses made by his wife, Evangeline Gouletas, interfiled. Many of the addresses in this accretion were recorded on audio cassettes which are part of series 13700, Audio and Video Tapes.
13704-07: This accretion consists of Governor W. Averell Harriman's speech files. The first part of this accretion contains Governor Harriman's copies of his speech files and the second part contains the Governor's speech files maintained by Assistant Secretary James Sundquist. Both files contain the copies of the speeches, some with special notes and corrections; schedules of events; briefing and background materials including memorandums, pamphlets, and booklets; and drafts and final copies of the speeches, public statements, pronouncements, messages, and testimonies.
The Governor's copies of speeches contain more notes, correspondence, news clippings, and event programs. The Assistant Secretary's copies contain more press releases, schedules leading up to the speeches, and some speeches and events not contained within the Governor's copies.
13704-18: This accretion consists of messages and speeches from Governor Harriman in the form of press releases and excerpts. James Sundquist and Robert L. McManus were responsible for maintaining Harriman's ties with Democratic party leaders and assisting in the preparation of speeches. Topics of note include agriculture in the United States; foreign policy relating to the Soviet Union; and infrastructure, including highways and the Long Island Rail Road.
Custodial History
13704-07: This accretion was transferred to Syracuse University in 1959 by Governor Harriman. It was later transferred to the New York State Archives in 2006 and accessioned in October 2007.
