Scope and Content Note
Most of this series consists of publications and records relating to employee training and development produced by the Training Section of the Personnel Services Division and its predecessor, the Training Division.
These publications and records include course outlines, training presentations, bulletins, manuals, annual and special reports, correspondence, and memorandums.
Training publications cover such topics as typing, stenographics, records management, bookkeeping, letter writing, stationary engineering, supervision, state government operations, budgeting, personnel administration, and general public administration. Annual and special reports, correspondence, and memorandums contain information on the functioning and development of training programs, special training needs, and training program problems. Among these records are files on the New York State Psychological Intern Training Program (1942-1943), one of the first attempts at a centralized state training program, and the Galick report on State Sponsored Education in Public Administration.
Also included in the series are a few records and publications relating to other Personnel Division functions. These are manuals and reports on the pre-retirement counselling program; survivors' benefit manuals; surveys of leave use in state agencies; a report on the reasons for resignations from state service; a background file on the Taylor Law and collective bargaining in state government; and a subject/correspondence file on the Joint Legislative Committee on Industrial Conditions, circa 1966-1967.
