Administrative History
The Governor's Office of Regulatory Reform was established in November 1995 (Executive Order 20) and charged with reviewing and improving state agencies' rule-making and permit-granting processes. Its responsibilities included encouraging agencies to simplify their rule-making and permit-granting procedures, assessing the impact of proposed and existing regulations on the state's economy and the well-being of New Yorkers, encouraging agencies to enter into dialogue or negotiate with interested parties before drafting or finalizing regulations, and facilitating the repeal or amendment of outdated, excessive, and economically harmful regulations. The commission ceased operations on April 1, 2011 (Ch. 60, Laws of 2011).
Scope and Content Note
This series consists of archival copies of the publicly accessible website of the Governor's Office of Regulatory Reform. Researchers should note that, owing to the site's size and the limitations of Web archiving technology, efforts to copy this site prior to mid-2008 were not successful.
B2107-08: This accretion consists of a copy of the Governor's Office of Regulatory Reform site produced on May 27, 2008, after the resignation of Governor Eliot L. Spitzer (2007-2008). It contains information about the office's mission and organizational structure, press releases (2007-2008), rule making forms (2007), a publication about starting a business (2007), quarterly reports (2006-2008), and links to rules and regulations written by many state agencies. The "Build Now-NY" section of the site contains information about the Build Now-NY competitive grant program and additional press releases (1999-2008).
Researchers should note that the links to the home page within in the "Build Now-NY" and "Shovel Ready Certification" sections of the site may not work properly.
B2107-10: This accretion consists of a copy of the Governor's Office of Regulatory Reform's Online Permit Assistance and Licensing (OPAL) site produced on December 20, 2010, shortly before Governor David A. Paterson (2008-2010) left office. Researchers should note that, owing to the limitations of Web archiving technology, only the site's home page could be captured at this time.
Researchers should also note that repeated efforts to capture the main Governor's Office of Regulatory Reform site in late 2010 were unsuccessful.
B2107-11: This accretion consists of a copy of the Governor's Office of Regulatory site produced on March 30, 2011, two days before the office ceased operations. Some of the information within it is also present in the May 27, 2008 copy, but this copy contains additional press releases (2007-2010) and quarterly reports (2007-2010). Researchers should note that this site was removed from the live Web shortly after it was captured and that repeated efforts to capture the office's OPAL site in spring 2011 were unsuccessful.

The New York State Archives used Web archiving software to copy these websites in order to preserve the information they contained.
