Administrative History
In 1989 Governor Mario Cuomo brought together health care leaders, executives, and hospital trustees in a series of colloquia to discuss origins and management of health care problems affecting New York State. Discussions centered on critical issues of morbidity, increases in cost of providing health care, and compromises occuring in the quality of care. From these discussions the governor created the Governor's Health Care Advisory Board in January of 1991. Its function was to offer continuing advice to the governor on the delivery and financing of health care in New York State. The chairman was Dr. John Rugge.
The board's mission was to evaluate and reform health care policy at the highest levels to provide a framework to improve the future of health care in New York State. In so doing it considered the role of institutional and community models, the relationship of quality and regulations, overall effectiveness of the public health system, the needs of special populations, and other pertinent areas of investigation. The board's final report was finished in December 1994.

The series consists of minutes and transcripts of meetings of the Governor's Health Care Advisory Board. Typically included are lists of members, agendas and meeting schedules, and background reports and statistical information on specific health care issues, such as access to providers, delivery, cost, and quality. Also included is information on the role of the Department of Health, and a letter from Governor Cuomo to the board's chairman, Dr. John Rugge about the board's charge, scope, and reporting requirements.
