Summary
- This series contains copies of legislative bills and accompanying records relating to the consideration of legislative bills. Many bills relate to the Penal Law, Criminal Procedure Law, and Civil Practice Law. Included are copies and versions of the bill; record of committee action and votes; memoranda of support from other assembly members or staff; correspondence from supporters or opponents, from experts or officials, and from other states or the federal government; background material; and the veto memorandum from the governor.

Scope and Content Note
This series contains copies of legislative bills and accompanying records relating to the consideration of legislative bills (eventually either signed or vetoed by the Governor) by the State Assembly's Committee on Codes. The records relate to approximately 600 bills considered by the Committee from 1977-1978 and 1982-1986. Many of the bills pertain to the Committee's interest in legislative areas such as the State's Penal Law, Criminal Procedure Law, and Civil Practice Law.
The following types of records are included in the files: copies of the bill, which include typescript drafts, early versions of printed bills, and the final printed version of the bill; Record of Committee Action, which includes the action of the Committee relating to the bill (e.g., favorable, referred to another committee, amended, died in committee) and the vote of individual Committee members; Memoranda of Support, which were prepared by supporters of the legislation, including the Assembly sponsor, the Governor, the Attorney General, or a state agency, and discuss essential portions of the bill and why it should become law; and additional memoranda from the Committee staff or from other Assembly members or staff, which provide information on changes in or classification of substantial portions of the proposed legislation.
Other records include memoranda and correspondence from supporters or opponents to the legislation that provide detailed reasons why the legislation should be approved or defeated; background material, including newsprint copies of pertinent sections of the New York State Consolidated Laws, and correspondence from experts or officials in other states or in the federal government, providing additional arguments in support or in opposition to the legislation; and veto memoranda from the Governor, which explain why he returned a given bill to the Assembly without signing it.
