16320-94: The series consists of copies of financial information, RFP (Request for Proposal) agreements, correspondence, brochures and other descriptive information, meeting minutes, and marketing plans for Management Confidential drug, vision, hearing, life, IPP, and other programs not funded through negotiated agreements. The records document decisions and actions of the Governor's Office of Employee Relations (GOER) as participant in the Health Insurance Council, which has policy oversight in such areas.
The bulk of material pertains to the drug program for members of the Management Confidential bargaining unit, and contains: copies of monthly audit reports of pharmacies; statistical analyses (computer printouts) of aggregate patient history profiles for the Drug Utilization Review Program, listing prescriptions, drug descriptions, strength, and quantities; audit result reports and revised audit plans of pharmacies regarding paid prescriptions, giving pharmacy name, address, county, account number, auditor, and status and results of audit; and records returned by the Federal Trade Commission (FTC) relating to a protective order rendered by the FTC in a pharmacy suit, for which GOER was obliged to produce documents.
16320-95: This accretion includes benefit programs information (1986) for the Management Confidential (MC) bargaining group. The bulk of material pertains to proposed prescription drug benefits, implementation plans, and program audits of providers such as Empire Blue Cross/Blue Shield and Group Health Inc. (GHI) including information on the "smart card" proposal.
