Scope and Content Note
This report was prepared and issued by the Joint Committee for the Study of the Organization and Functioning of the Emergency Relief Bureau, New York City, on September 1, 1936. The committee, which was chaired by Robert W. Boyd, consisted of seven members, one representing New York City Mayor Fiorello H. La Guardia, three representing the Emergency Relief Bureau (ERB) of New York City, and three representing the State Temporary Emergency Relief Administration (TERA). The report analyzes the present organization, procedures, and finances of the ERB and proposes a new organizational structure, which would divide the ERB into three divisions: Business, Field Operations (in regard to family services, commodities distribution, and medical care), and Social Service (in regard to budgeting, eligibility requirements, and the "social aspects of medical care"). The report also includes charts, tables, graphs, and sample forms on the proposed organization and functioning of the ERB.
